Amex tells you before it pulls your credit
American Express shows an eligibility popup during the application, before any hard inquiry, when you are not eligible for the welcome offer. That means you can test whether you are in so-called pop-up jail at no cost to your credit. Amex also applies a once-per-lifetime rule to welcome bonuses on a given card.
